Welcome to Harper Park in Costa Mesa, California, a suburb of Los Angeles. This park was first established on March 15, 1965 and was named for Gregory Harper, the man who founded the City of Harper which preceded Costa Mesa.

Costa Mesa California Park Ordinances 

*The following are prohibited; motor vehicles, horses, littering, defacing public property, fireworks, gambling. 

*All minors must be accompanied by a guardian. 

*All dogs must be leashed (no more than 6 feet) and waste removed. 

*The following are only allowed in designated areas; organized athletic play, kite flying, golfing.
